For those in training and commuters winter can bring about issues that may not be a big concern in the summer. I live in Minneapolis, MN and we only have between eight and nine hours of daylight in December. That’s just a little more than half of what we have in June. It’s likely cycling commuters will be going to work and coming home in the dark. People out training and getting winter exercise in the evening will be doing it in the dark as well. If you’re a commuter you’ll also be on the streets at the busiest time of the day when people drive to and from work and its going to be dark. In most places cyclists are required by law to have reflectors and use lights after dark. As a best practice for safety one should have these things on their bicycle at all times of the year. Whether you’re out when the sun isn’t for running, cycling or just out for a walk there are also other ways to stay seen by people motorized vehicles.

The fabric is a moisture-wicking, brushed micro polyester with gripper elastic to hold them in place. These may not work out for really cold temperatures where a serious jacket is needed but when you're working out or commuting in temps above that they will provide protection against the wind without making you sweat like you would inside a shell jacket.
